Special Guest Report

Jim Bedlion reported on mountain lions in 13B. Harvest statistics from the spring hunts: 2000-4; 2001-4; 2002-7; 2003-5; 2004-3

Jim reported that lions in 13B have a wide range, sometimes up to a 20 mile radius.  Two or three lions caught this year were young lions, and lions seem to be down in numbers this year.  Jim might try hunting lions this year in November or December.  Of the 20 lions taken over the past five years, 10 were female and 13 toms.

Special Guest Report

Steve Ferrell stated that the Department is now preparing options for the 2005 season.  He distributed a handout that reviewed 12 options the department is considering to comply with the Federal court’s order regarding non-resident game tags.  As background, the US Court of Appeals ruled that the 10% cap for non-resident hunting tags for elk and deer is unconstitutional under the commerce clause of the US Constitution.  The court ruled that the state must figure out a way to distribute the tags in a non-discriminatory manner and the ruling takes effect immediately.  The timing of the court’s decision came at the time that the hunt tags were being drawn.  In order for the department not to declare the 2004 draw invalid, G&F personnel and counsel advised on adding tags in various units to allocate to non-resident hunters in order to satisfy the judge’s mandate as a solution for this year.  Steve reported that most of the feedback on the solution has been positive.

The board discussed in-depth the court’s decision and the actions of the Game and Fish Department in recent weeks.  G&F argued that the public mandate was to fight to retain the 10% cap on non-resident tags, so apparently, there was no plan in place should the state lose the decision.   After questions and answers, the Board thanked Steve for his presentation.

Special Guest Report

Stan Cunningham thanked the ADA for our support, and provided an update on the deer study in the Rodeo-Chediski burn area.

Committee Reports

Banquet – Tracey Martin and Scott Gorczyca have sent out two separate mailers soliciting donations for the 2005 banquet and have already received approximately 20 responses.

Clinic - Tracey Martin and Allen Taylor have sent a letter to G&F for list of deer tag holders so that they can be mailed information about the Deer Clinic.  We have also requested that the Department provide us with the names and addresses of all junior hunters in the state.  Allen Taylor provided an update on the scheduled speakers and evening’s agenda for the Deer Clinic.  John Brishky and Dom Lopano will run the raffle portion of Clinic.  John Brishky moved, Dom Lopano seconded, to approve up to $1000 for raffle and door prizes for Deer Clinic.  Motion carried.  Craig Dunlap and Joe Bill Pickrell will work registration and membership sales for Clinic.

Habitat Projects - Pete and Steve attended Game & Fish Habitat Meeting.  ADA Habitat Committee has approved the expenditure of $192,000 in tag fund money.

Game & Fish - Pete provided an update on Game & Fish Commission meeting.  Steve Fairaizl reported G&F’s new predator management plan will be out by end of week, and encouraged all board members to support G&F efforts to manage predators, which can be a volatile issue.

Newsletter - Pete reported that the newsletter is at the printers

Youth Committee - Stan Johnson provided an update on all youth camps.  Three camps are scheduled this fall: Kaibab doe, Unit 27 and 1, Unit 36A and 36C. Chris Denham moved, Kevin Harris seconded, to spend up to $1,000 on three ADA banners.  Motion carried.  Stan is also coordinating a ‘kids’ presentation at the clinic and G&F is providing assistance.  Don Winslow of G&F is proposing a couple of subjects in addition to bringing the hunt simulator game.  We need to decide on whether this should be as part of the overall agenda, or whether it should be done in a separate room.

Stan also contacted Don Martin about doing a Youth Camp during the muzzleloader hunt in the western part of the state, but per an e-mail from him, there is not much apparent interest.  A draft project plan is complete for the planning and coordination of each camp; however, Stan needs input from Steve, Bill, Woody and anyone else who has experience prior to finalizing the plan.  It is expected that this plan will become the official procedures for conducting a youth camp, and will be a standard for future Youth Camp Coordinators.  Stan plans on recruiting G&F, as well as others to act as spotters and game locators for the juniors.  He would like to keep this service to ‘members’ if possible, as a way to drive up youth membership.  Youth Camps open to ALL, but members get extra service.  Stan has been in contact with Border Patrol for 36C hunt, and the BP is willing to provide help where possible, including a talk/lecture on the BP to the kids.

Only one response has been received to Stan’s request for help; outside recruiting is going slow.  Chris Denham suggested Darren Choate as a possible contact .

Mike Wilson, Youth Chairman for RMEF- Az Chapter forwarded a schedule of Game Thief camps for this fall and would like to discuss possible coordination with ADA support.

WCC Report- Pete Cimellaro discussed the next meeting, which will be about the G&F draw.

Conservation Partners- No report.

New Business

Chris Denham discussed Sportex proposal to sell ADA merchandise in the new store.  Chris Denham moved, John Brishky seconded, to approve $2,500 to stock ADA merchandise at Sportex.  Motion carried.  Chris believes that Sportex will sell $10, 000-$15,000 annually in merchandise.

Steve Fairaizl and Bruce Palmer provided an update on LSD studies.

There being no further business to discuss, John Brishky moved, Pete Cimellaro seconded that the meeting be adjourned.  Motion carried.
