May 19, 2004

 Present:                                                                        Guests:

Todd Julian, Past President                                           Tracey Martin
Kevin Harris, Director                                                  Stan Johnson
Pete Cimellaro, Director                                               Ken McKenna
Domenick Lopano, Director                                         Mike Bool
Joe Bill Pickrell, Director
Amanda Moors, Director
Steve Cheuvront, Director
JD Pepper, Director
Blaine Bickford, Director, via phone
Chris Denham, Board of Governors

The meeting was called to order by the President at 6:35 pm.

I.  Minutes of the April Meeting

Todd Julian moved, Amanda Moors seconded, to approve the minutes as presented.  Motion carried.

II.  Treasurer's Report

Although the treasurer was not present, he indicated through the President that the financial picture has not changed substantially since the report presented at the May 8th Annual Meeting of Members.

Since several Board members needed to leave early, it was decided to discuss several committee reports prior the remainder of the agenda.

The President discussed the Conservation Partners Program and forming a committee to ensure that this program is continuously administered and grows.  Chris Denham volunteered to chair this committee, and reviewed his perspective on the function of the committee and the potential of the program.

The President also briefly discussed the Affiliates and Chapters Committee.  We need a means of regular communication and feedback with our affiliates and the President asked members to think about how this can be accomplished.

The Board also discussed the Public Relations/Education Committee, the formation of which is mandated by our bylaws.  After brief discussion, Todd Julian volunteered to chair this committee and Tracey Martin will assist him with the duties and responsibilities.

Website – Amanda distributed a written report outlining website statistics.  Our hits on the site were substantial during the period prior to the banquet, but have dropped off since.  Amanda feels that this is because our publicity material directed people to the website.  The photos of the deer heads have drawn interest; the Anderson Mesa project flyer and the new board members are posted on the site.  As soon as the banquet details are finalized, information will be posted on the site as well.  Amanda will also post the WCC’s legislative report on the ADA website.

III. Old Business

A.                 Bowhunter Happening – We have been offered free booth space, where we can sell t-shirts and other merchandise and promote membership.  The event is July 24th in Williams.  Domenick Lopano and Chris Denham volunteered to staff the booth, and Steve Cheuvront will also attend and will be in charge of the arrangements.  Joe Bill Pickrell will get membership applications to Steve for this event.

B.                  4-H State Shooting Championships – The President discussed Blaine’s request for the trailer at this event on May 22nd.  Blaine reviewed his communication with Bill Hill and stated that the trailer would be needed only three hours each day.  Blaine will find volunteers to staff the trailer during the necessary hours.  Steve Cheuvront moved, Chris Denham seconded, that the Board approve funding $250 for food costs for the 4-H State Shooting Championships.  Motion carried.  Blaine also reported that the Youth Committee has no formal report, but asked board and committee members to begin now discussing the optimum dates and places for the youth hunt camps this fall.

C.                 LSD Proposal for Services– Steve Fairaizl reviewed his company’s proposal for research and other services on the issue of the Kaibab mule deer herd.  He provided a written proposal that outlined the scope of the work and the costs involved.  The expectation is to have the project completed by early fall.  The board addressed specific questions to Steve.  Joe Bill Pickrell moved, Steve Cheuvront seconded, to fund the LSD proposal not to exceed $23,000.  Motion carried.

D.                 Summary of May 1-2 Predator Hunt – The President reported that there were nine coyotes taken over the weekend and about 65 people attended on Saturday and 38 people attended on Sunday.  Our sponsorship was appreciated, but we may want to discuss funding this event at a different level should it occur again next year.

IV.  Committee Reports

A.  Membership – We are in the process of mailing membership renewals.  The Board asked Joe Bill to see if Don Johnson can provide updated membership numbers and if he can provide a report on renewals over the next few months.

B.  Projects – We received the HPC project packet, which totals $761,000 in requests.  The committee has scheduled a meeting for June 7th to review the proposals.  The statewide HPC meeting is scheduled for July 10th.  The projects committee will also meet with Kent Ellot of the Clifton Ranger District to discuss projects there, at a date to be determined.  The projects committee members also have a meeting on June 6th to discuss obtaining mitigating funds and review project sites near Highway 188.  It is hoped that a water site will keep deer from crossing the highway.

Stan Cunningham is trying to capture deer in 3A and 3C, but is having limited success.  Pete reviewed the details; Stan needs additional funds for supplies (such as darts).  Pete Cimellaro moved, Joe Bill Pickrell seconded, that the Board allocate up to $1000 to Stan Cunningham to purchase supplies.  Motion carried.  The Board discussed attendance at the upcoming Anderson Mesa Project.  Pete Cimellaro moved, Joe Bill seconded, that the Board allocate $100 for food at the project.  Motion carried.

C.  Game and Fish –Jim deVos has been unavailable recently, but we are apparently still on track for the transplant.  We anticipate a meeting prior to the next Board meeting with Jim, but this will be on short notice.

D.  Newsletter – The newsletter is at the printers, but had to be reprinted due to printer error.  The Board discussed the printing situation, and Kevin Harris volunteered to get print bids for the next newsletter.  The cover for the summer issue has already been printed, and is in color.  The Board discussed the solicitation of advertisers for the next issues and mandated that Pete pursue this option.

E.  Youth Committee – The board discussed reevaluating the Youth Committee, and the President volunteered to talk with Bill Hill about his commitment to this committee.  We need an aggressive leader to chair this committee, and whoever that is, needs to be solicited for his input.  The board discussed conducting youth hunting camps in Springerville, the Kaibab and possibly one other area in the southern portion of the state.

F.  WCC – The Boquillas Ranch clean up is June 26th  Please try to attend, since this project will be a very important factor in any decisions regarding access to the ranch for hunters and outdoor enthusiasts.  Sample license plates are available for use at shows and other events.  Pete will also put information about the license plates in the ADA newsletter.  Pete Cimellaro moved, Joe Bill seconded, that we spend $42 to purchase sample license plates for display.  Motion carried.

G.  Banquet – We have signed a contract for Rawhide on April 16, 2005.  The President discussed some miscellaneous items, such as a free fireworks display on that evening.  Scott Gorczyca and Tracey Martin will send out the first donor solicitation letter the first week in June.

H.  Website – previously reported.

V.  New Business

A.                 Polo Shirts – The board discussed obtaining a more professional looking shirt to wear during meetings or at shows.  Kevin Harris volunteered to discuss this with Rick Rademacher and to report via email about pricing and styles.

B.                  Arizona Hunters Who Care – The President discussed communications he has been receiving from this organization, and encouraged people to sign up for their email newsletters, which come approximately every three weeks.  The newsletters outline hunting and outdoor events throughout the state.  Their email address is: azhunterswhocare@hotmail.com

C.                 May G&F Commission Meeting  – The board reviewed information about the US Outfitters lawsuit challenging the 10% cap on hunting permits for out-of-state hunters.  Sportsmen for Wildlife has retained a constitutional lawyer, who feels that Arizona will lose the lawsuit and suggested making some rule changes to mitigate US Outfitters position.  These rule changes were proposed at the May meeting, and the Commission has subsequently instructed the department to investigate the proposed changes.  Alan Hamberlin has been a major financial supporter of this process.

There being no further business to discuss, the meeting adjourned at 9:30 pm.
